Dr. Sheehan (Ralph Byrd) and Hope Mason (Joan Barclay) have successfully invented a powerful death ray - thanks to the financial backing of former Scotland Yard investigator Sir James Blake (Herbert Rawlinson). Following the weapon's public unveiling, an evil Count and a masked criminal known only as "The Scorpion" (Lloyd Hughes) swipe the death ray, but to their aggravation, a crucial part of the machine is missing. The wrath of the villainous duo is swift - they'll stop at nothing to get their hands on the missing part, and only one man can terminate their reign of terror: Inspector James Blake.
