Shaw is an operative for the United Nations' covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. When a shipping container full of dead Vietnamese refugees turns up on the docks and China's ambassador is gunned down at a dinner celebrating a new trade agreement with China and the US, Shaw is framed for the murder and must evade the FBI and Triad gangsters to find out what is really going on. English A proper B-movie with all the appropriate flaws. I understand the dodgy visual effects (limited budget) and the cheaper screenplay, but they could have worked better with the choreography of the action. In combination with hi-tech elements, this bare action movie doesn't come across as attractive, let alone efficient. Wesley Snipes and his legs are significantly underutilized, not to mention the use of all possible cameras and modern amenities. The conclusion, similar to The Matrix, felt quite ridiculous and dumb, and completely squandered any thought of even the slightest hint of realism and relevance regarding political events. ()
