It's the dawn of World War II and expert plastic surgeon Doctor Melcher (Bela Lugosi), the world's most dangerous terrorist, flies to Japan to transform six Japanese people into identical likenesses of six Americans. The real men are replaced. But Melcher finds that, on the orders of the High Dragon (I. Stanford Holley), he is to be incarcerated in order to be silenced as to his role in the plot.
