Anthony Edwards of ER stars as officer Alex Kearney, a by-the-book policeman who lives and works in a wealthy white Philadelphia suburb. But when Kearney attempts to ticket an influential tycoon, he's transferred to the most dangerous precinct in downtown Philly and assigned to gruff loner street cop Sgt.
