State Department–File 649 is a nail-biting thriller about a U.S. Foreign Service agent (William Lundigan) stationed in North China who becomes trapped in an isolated village by scheming warmonger Yun Usu (Richard Loo). Usu's plan is to aid whichever side will pay him the most. Allying himself with Communist China, Usu threatens to execute the American citizens he is holding captive.
