Kiefer Sutherland stars as a disturbed young killer who steals the identity of his latest victim to become deputy of a sleepy coastal town. But when the soon-to be- promoted sheriff (Beau Bridges) and his mistress (Camelia Kath) plot to kill her wealthy husband (Wayne Rogers) and frame the new deputy, their perfect crime takes some very unexpected turns.
