Katia and Yulia can't work, manage their own money or have a baby. They have been deprived of legal capacity and all aspects of their lives are controlled by the Tinskoi Psychoneurological Institute in Siberia, where they were sent straight from the orphanage. Employees of the institute claim that had they grown up in families they would lead completely normal lives. But all this is to no avail. As children they were diagnosed with "mild intellectual deprivation and behavioural disorder", and until they convince a medical commission and a tribunal that they are capable of living independently, they must live in institutional care. The film follows them over several years behind the walls of the institute. Will the dream of freeing them ever come true? (One World)
