During the opening ceremony of the Tokyo Summit Meeting, there was a large-scale explosion. Conan suspects a similar, previous case blaming Kogoro Mouri, who belonged to the police. Along with Tooru Amuro from the National Public Security Police, Conan begins an investigation of this conspiracy where the Summit Meeting coincides with the unmanned spaceship “Hakucho” circling the Earth from Mars.
