I loved this movie as a little girl! Literally. The song "What Dreams Are Made Of" stayed with me for like 2 years. No wonder, since Hilary Duff is so beautiful. What little girl hasn't wanted to be like her? Plus, it's romantic and fits right into the life of a teenage girl in love (as long as the teenage girl doesn't style herself into a tough girl). Sure it's not a movie for everyone, but it will always find an audience :)
